2003-11-24 [Tal Anduril]: Go to the Duelist Submissions and copy/paste the fill-in-the-blank section to the bottom of the page and fill it out.............. that's my understanding anyway and if that's wrong it's my head they'll bite off not yours.

2004-02-07 [Tal Anduril]: It's an on going thing, once the winner of one contest is decided the next challenger is pitted against them. You can always enter, it just may be some time before you'll get to duel. (Some of the categories are more popular than others, if you enter in the fantasy category, you'll get to duel right away. If you choose the To make you think.... category I might be a month or so.)
